The Rotten Mangonel is a strength 3 Siege unit for the Nilfgaardian Empire. It has no ability. Torrential Rain is the card to fear here, since it sets every non-hero Siege unit to 1 strength until Clear Weather clears it. Every deck needs at least 22 unit cards, so useful units like this one are always welcome when you build.
There is no fixed seller for this one. It turns up as a random reward when you beat ordinary gwent players such as merchants, innkeeps and villagers, so keep challenging everyone you meet. It counts toward Collect ‘Em All.
