Cockatrice is a 2-strength Ranged Combat unit with no ability. It’s one of the weaker Monsters cards, mostly useful as filler while you build up to the 22-unit minimum. Its weak spot is weather. Impenetrable Fog sets every non-hero Ranged unit to 1 strength.
You won’t find it at a specific vendor. Beat ordinary gwent players such as merchants, innkeeps and villagers, and it may turn up as a random reward. As a base-game card it’s needed for Collect ‘Em All.
