The Vrihedd Brigade Veteran is a strength 5 Agile unit. You can put it in Close Combat or Ranged Combat, which makes it handy when one row is under weather. So when Biting Frost covers Close Combat or Impenetrable Fog covers Ranged Combat, the other row is still open. Every deck needs at least 22 unit cards, so useful units like this one are always welcome when you build.
There are 2 copies. One is sold by Stjepan at The Alchemy in Oxenfurt, the other by Olivier at the Kingfisher in Novigrad. The Hearts of Stone circus merchant sells a backup.
