Velerad
Velerad is a man with real authority in Vizima, whom Geralt deals with from Act III onward. In the Trade Quarter he posts several monster contracts: The Graveir Contract, The Fleder Contract, The Ghoul Contract and The Kikimore Contract, paying for bones, fangs, blood and claws as proof of each kill.
In All the King’s Men, the city is under a state of emergency declared by Velerad, and Geralt wonders whether the king ordered it. The answer turns out to be Princess Adda, who forged her father’s edicts. In The Unforgiven, Leuvaarden doubts that Geralt can win Velerad over as an ally against Salamandra.
In Act V, during Sweet Revenge, the king uses Velerad to pass Geralt a hint that sends him to the Old Manor. In Her Highness the Striga, Velerad is one of the three people, along with Triss and De Wett, whom the king wants Geralt to consult about Princess Adda’s curse.
