Shilard Fitz-Oesterlen
Shilard Fitz-Oesterlen is the ambassador of the Nilfgaardian Empire in The Witcher 2: Assassins of Kings, representing the Emperor in the North. He is an accomplished diplomat who has started more than one war and ended them by receiving the submission of the defeated.
His exact role is hard to determine, but nothing he does is accidental. He has his own reasons for assisting Geralt and Marie Louise, though these are revealed only much later. He also has dealings with Radovid V the Stern that likely serve the Empire’s interests. Tired of Shilard’s political games, Geralt eventually roughs him up and breaks his face.
At the Loc Muinne summit, Shilard’s speech causes enormous confusion, which suits the Empire if chaos is its aim. Geralt hopes to use him as leverage to recover Triss, but Shilard proves less valuable than either of them believed when Renuald aep Matsen shoots him dead.
