Carlo Varese, better known as Cleaver, is one of the four crime bosses of Novigrad, along with Francis Bedlam, Whoreson Junior and Sigi Reuven. A former butcher, he runs a gang made up mostly of dwarves, and his methods of questioning people live up to his nickname.
In The Witcher 3
Geralt meets Cleaver at Dijkstra’s bathhouse during Get Junior. Cleaver has his own reasons to want Whoreson Junior found, and in The Gangs of Novigrad he offers to team up. At his headquarters near Hierarch Square, Geralt finds him interrogating someone about Junior’s whereabouts. If Geralt accepts, Cleaver’s dwarves help him raid Junior’s casino and arena, and Cleaver pays for each place cleared.
