All the King’s Men is a secondary quest in Act III of The Witcher that runs through the whole chapter in Vizima’s Trade Quarter. Geralt wakes up at Triss’s place after his fight with Azar Javed, the district is under martial law, and Triss hands him a pass so he can walk the streets. A guard officer soon makes it clear that this pass only goes so far.
The political mess comes to a head when Geralt finds Thaler and Count de Wett arguing under guard. De Wett holds a royal edict dismissing Thaler and wants him dead; Thaler insists the unsigned edicts are forgeries. Whatever Geralt decides there, the trail leads through Lock and Key, an unusual conversation with King Radovid, and finally to the truth: Princess Adda, working with the Salamandra, forged her father’s edicts. She knows Geralt has worked it out, which means Vizima stops being a safe place for him for a while.
